Game center problems

I don't have an option to add a picture to my Game Center account. Also there are missing settings that I basically don't not see. I've had many conversations with Apple care and they said they were aware of the problem. I waited until the launch of iOS 7 but that didn't seem to fix it as well. I'm curious if anyone else is experiencing this bug as well.
